Yes...but brand name sure you BIOS is set to boot from CD/external drive. save the change, and your ready to dance.
That I haven't tried yet. Go into BIOS (if you know what that is to say good, except don't go nearby unless you know what changes you are doing) and see if it can be booted up from the USB drive.

You can however do this, instigate up the external drive, remove the internal CD-ROM drive, connect the cable to the 40-pin Secondary IDE port (that is if your mobo (motherboard), change the boot remedy to boot from CD (or DVD drive), insert the compact disc, save the option (remember that when you are done, to put all of the option backs as they be originally) (get a piece of paper and write down what you did ) and reboot. It'll ask you to press a button as to boot from the disc.
