firstly, cabinet is not properly grounded

secondly, your smps transformer / mounting is defective

thirdly, i suspect you are using a single pole switch

I've had a similar problem. Most promising it isn't your computer, its your outlet. You need to build sure the outlet is properly grounded, thats how i fixed my problem.
This is definitely an peculiar condition indicative of the loss of your safety ground. The chassis should other be at 0 volt potential referenced to ground. You may have one or more issues here. First, try replacing your power cord. It may be undermined. If you are using an outlet strip or extension cord, try plugging the PC directly into the wall socket and measure the chassis potential. If the chassis is still at 100v, afterwards the socket needs to be looked at by an electrician. You any have a ground criticize at the socket or breaker box. If the chassis is now at 0v you own a bad, outlet strip/ extension cord. On the other mitt, if you are living in an elder home with 2 prong outlets and are using a 2 to 3 rope adapter, the green wire on the adapter have to be grounded to the screw on the outlet. In any case, do NOT use the PC until the condition is resolved as you risk personal injury.
